French Certification of Dolibarr system for France by LNE

First version of documents (version 1.1) has been transferred to LNE the 4th of November

DoliCloud consumed workload for development and documentation:

- to date 580 hours (estimated valuation €47K) : This includes:

400 hours spent for documentation (update Wiki, update foundation status, update certificate documents available at https://github.com/Dolibarr/dolibarr-foundation/tree/develop/doc/Certification) versus 180h of development. It also includes install and setup of Digiquali to record the 146 items of the certification requirement, all referenced in the .odt documentation produced (around 500 pages)

Current STEP

 - Certification dry run is scheduled : 19-20 February
 - Dev remains to do and are planned for v24 to start the "Certification dry run".
 - Real final certification : Date should be defined after the dry run. We hope April 2026.

E-Invoicing

First draft version of Dolibarr module is at state "work in progress"

1 - Subject about forked modules is new priority: Rules on how DoliStore manage forks have been clarified in Conditions and Terms of Use for resellers (CGV):

The rule S4 and S5 for module providers have been completed and clarified. This is the clarified version to explain:

• How the Dolibarr foundation manage the duplication (fork) of modules

• To clarify that Online selling services (alone) or installation or training services (alone) is now clearly forbidden. Instead, for "training", the provider can promote its service on a new page on the web site that will be created with a dedicated landing SEO related to training => TODO.

• Remind to not do GPL violations
  • Florian has prepared mailing to all Dolistore module provider to alert that there is a change in CGV. Provider with a module that violates GPL and that are fork of another module still online have 2 month to disable their modules.
  • LDR Laurent Ask a validation by the lawyer of the content.

• A new feature has been added into DoliStore to ask to enter the external cost when a module need an external cost like a subscription to an online platform.

Current process with websites that use illegally Dolibarr trademark (in domain name or company name) is on process.

The generic email to sent to each contact that does not follow the rules on using the Dolibarr trademark has been validated by the lawyer.

Preferred Partner

One request refused because requirements are not complete yet.

Donation online

The feature to allow donation with an invoice automatically generated is ready in v23. May not be used.

May be activated with Donation Module instead but Cerfa PDF have to be produced without tax exemption for the donator.

• TODO create a Call for tenders for this dev: Check that online payment of donation module works and suits the needs and send a CERFA after an online donation ? Is VAT rate 0% ?

DoliStore

The foundation can also reduce the current discount of 20% to lower amount for members.

• 1st January 2027, the discount of DoliStore modules for foundation members will be 10 %

New amount for contribution to Preferred Partner

• Communication will be done to define new price for member's subscription for Preferred Partner because needs of the foundation have been increased (communication, brand protection, event, subscription price was not reviewed since 2015)
  • This price will be effective for renewal of membership of Preferred Partner. Board need to discuss more about rules to apply. The price may be the one defined during the previous meeting.
  • Philippe has prepared a communication, Maxime will send an emailing to preferred partner
  • The final rules will be 0.5 % of Dolibarr Turnover of last official annual financial report (CA HT) based on Dolibarr activities x 0.005

Page to display Top Dolibarr core code contributors

Some users has suggested to create a page to give badges to best contributors => The board like the idea. => If a contributor is ok to develop a module (hosted of a public repo open to external contributions) that scan github PRs and generate a HTML static public page, updated weekly, the foundation is ok to host it on the official Dolibarr and provide a domain name to point to it, for example https://bestcontributors.dolibarr.org

DevCamps

Summer DevCamp 2026: Noisy Le Grand (NET Logic) - Gilles Poirier

• Date: Thursday 11 June 2026 to Sunday 14 June 2026 => The proposal for hostel is accepted if we remove lunch for the Sunday (midi) - 100 euros per user / day without the lunch on Friday
• Price for subscription will be increased to: 180 HT per participant
• Maxime will call Gilles to explain
• Quotation received today, have to be signed soon
